As IMT’s Director of Building Energy Performance Policy, Julie maintains IMT’s position at the forefront of market-based solutions to today’s climate and energy challenges, and manages IMT’s public policy and regulatory work to improve the energy efficiency of America’s buildings. In addition to overseeing our staff of policy experts, she also oversees IMT’s work on the City Energy Project, a multi-year, joint initiative with the Natural Resources Defense Council that is working in partnership with 10 of America’s largest cities on strategies to advance energy-efficient buildings.
Julie comes to IMT from the U.S. Department of Energy’s Office of Energy Efficiency & Renewable Energy (EERE), where she served as a chief of staff to EERE’s Chief Operating Officer, and worked on a number of energy efficiency initiatives ranging from strengthening weatherization and healthy homes efforts to enabling state and local agencies to accelerate the adoption of energy efficiency policies.
Julie’s government experience also includes past positions in the New York City government under Mayor Michael Bloomberg’s administration, where she helped lead a range of building energy efficiency policies such as the Mayoral Challenge for Hospitals to reduce greenhouse gas emissions in public buildings and a residential property tax abatement for solar photovoltaic installations, and with the City of Baltimore’s Department of Housing and Community Development. Her experience in the public realm is augmented by nonprofit experience at the American Red Cross of Greater New York and private sector positions at Cyveillance, a cyber-intelligence developer, and Pricewaterhouse Coopers, where she worked in the company’s environmental consulting practice.
Julie holds a Bachelor of Science degree in environmental science and engineering from the University of North Carolina at Chapel Hill and a Master of Science degree in global energy management from the University of Colorado at Denver.
