Through the City Energy Project, a joint initiative of IMT and the Natural Resources Defense Council (NRDC) to improve buildings' efficiency in 20 U.S. cities, IMT has hired expert staff to assist cities with their energy efficiency initiatives. City Advisors work directly with city employees in local government offices. They provide essential support in developing and implementing each city's tailored efficiency plan. As part of the City Energy Project network, the advisors share best practices and learn from each other's experience.

Annette (‘Net’) supports the City of Fort Collins, Colorado across its Sustainability and Utilities units in the city's efforts to reduce carbon emissions by 20 percent by 2020.  Previously she worked in energy efficiency for the Rocky Mountain Region of the U.S. Department of Energy (DOE) Western Area Power Administration and in Washington, D.C. within DOE’s Office of Energy Efficiency and Renewable Energy. As a Project Officer within the Energy Efficiency Conservation Block Grant program, she worked with cities and counties in many of the Rocky Mountain states on their energy efficiency and renewable energy projects. She holds a Ph.D. in Environmental Science and a M.S. in Sustainable Development and Conservation Biology from University of Maryland and a B.A. from University of Michigan in addition to post-bachelors coursework from Colorado State University.
